Harold K. Fletcher
Chairman and CEO
Mr. Fletcher has been TIC’s Chief Executive since his investor group purchased the company in 1982. He led Tel-Instruments expansion into the military avionics business in the 1980’s and has grown the company from a niche manufacturer into a market leader in its core competencies. Under his leadership Tel-Instrument has assembled one of the best management team in the industry. Mr. Fletcher has an engineering degree from the University of Michigan and an MBA from Wharton.

Jeff C. O’Hara
President
Mr. O’Hara joined the company in 2005 and was appointed President and Chief Operating Officer in 2007. In his 25 year career, Mr. O’Hara has held senior management and Board positions in both public and private companies including General Motors, a $500 million privately held company in Chicago, and a venture capital backed start-up. Mr. O’Hara has broad experience in financial, marketing, and operational areas and has previously held both CFO and President positions. Mr. O’Hara has served on the Board of three different companies and has held a number of Board committee positions including Audit Committee Chairman. Mr. O’Hara, who is a CPA, graduated with a B.A. from Boston College and has an MBA from the University of Michigan.

Marc A. Mastrangelo
V.P. of Operations
Mr. Mastrangelo has been with TIC for almost five years and has over 20 years of progressive responsibility in high tech engineering and manufacturing. Certified in Inventory Management (CPIM) by the “America Production and Inventory Control Society” (APICS), he has held roles in all aspects of manufacturing including: manufacturing engineering, material management and production management. Trained as a “Six Sigma, Green Belt”, Mr. Mastrangelo has spearheaded our ISO-9001:2000 certification and automated production testing programs. Marc formerly held management at GE Defense Systems, Lockheed Martin, and Cooper Industries. He has a B.S. in Electrical Engineering from Northeastern University and an MBA from Western New England College.

Dr. Ken W. Filardo
Director of Engineering
Dr. Filardo has a distinguished 30 year career spanning such diverse companies as Rockwell Collins, IFR, and JcAIR. He has extensive experience in a wide variety of avionic test equipment including communication test sets as well as IFF and Mode 5. Dr. Filardo has been heavily involved in Mode 5 testing and has worked extensively with AIMSPO to assist in the drafting of the Mode 5 test specifications and is an acknowledged industry expert in this field. Dr. Filardo graduated with an electrical engineering degree from the University of Wisconsin and has a Master’s and Doctorate in Electrical Engineering from the University of Kansas.

Chris Allen
Director of Business Development
In addition to over 20 year of senior technical marketing and customer support responsibilities, Mr. Allen has extensive experience in the military avionics industry. He joined Tel-Instrument from Aeroflex/JcAIR in early 2007 and is leads our marketing and product support activities. Mr. Allen has made significant strides in upgrading TIC’s product support functions to industry leading levels by significantly increasing staffing and instilling a customer first attitude.
